The paper presents the results of complex use of set of equations of relationship between water and heat-and-power balances in the river basin and techniques of geoinformation mapping for the analysis of spatial-temporal distribution of hydrological cycle elements under the lack of hydrometeorological data . The fields of hydrometric runoff are constructed using interpolation that allows the estimation of the runoff in the poorly studied basins.

Seasonal and annual phytoplankton pigment characteristics of Ob river near Barnaul city were studied. The patterns of spatial distribution of chlorophyll a in cross-sections contaminated by sewage were revealed. The relationship between phytoplankton development and nutrients content was analyzed for different hydrological phases. The physiological state of plankton algocenoses, the trophic level and the current ecological state of the stream segment were estimated with pigment criteria.

The issues of ecological data accounting in town design are discussed. The specific schemes of spatial planning are used for reasoning the necessity to construct ecological maps based on the data contained in the information systems for urban planning (ITUP) and for designing spatial analysis outcomes. The problems arisen at the development of spatial planning schemes in case of formal approach to environmental issues are analyzed. It is proposed to put ecological maps into a list of mandatory documents on urban planning.

Tuvinians as ethnos represent naturally developed collective distinguished by an original stereotype of behavior and feeling of unity which are transferred from generation to generation, with certain customs and ceremonies associated with use of alcohol. As a whole the social-psychological analysis convincingly shows limited adaptive abilities of Tuvinians regarding use of alcohol, as compared with Russians, and increased even as compared with Russians, craving of Tuvinians for alcohol.
